Safeguard Mechanism management

Facilities covered by the Safeguard Mechanism have obligations that go well beyond annual NGER reporting. Baselines decline each year, and emissions above a facility's baseline must be offset by surrendering ACCUs or Safeguard Mechanism Credits (SMCs). Penalties for non-compliance are significant.

We manage these obligations end to end, from baseline setting through to year-end reconciliation.

What we manage

• Baselines: production variable reporting, site-specific emissions intensity applications and baseline determinations.
• Position tracking: forecasting emissions against baseline during the year, so your surrender requirement is known well before the deadline.
• ACCU acquisition and surrender: estimating the number of units required, coordinating acquisition, and managing surrender through your Registry account.
• SMCs: for facilities below baseline, applying for SMC issuance and managing decisions to bank or sell.
• Compliance options: multi-year monitoring periods, borrowing, and the explanatory statements required where ACCU surrenders exceed the threshold.
